Horn blasts too much!

I’m new to James Bay but I see that this is a large issue.

Is there a reason that a cruise ship must blast its horn late at night when leaving or entering the harbour – incidentally, setting off car alarms owing to the powerful sound waves that a ship’s horn emits?
